The Performance of Female Member of Indonesian House of Representatives in Banyumas Regency 2009-2014 Period”.

The most interesting women’s issue to be studied is not only in sociological study, but also the issue of women in the science of public administration becomes new and interesting issue to be studied. The government issued a policy of general election which strengthen the participation of women in formal politics, that is: Law No. 8 Year 2012 which requires at least 30% of women representation, as one of requirements for political party to be participating in the election. The low participation of women can be seen from at least women who are members of DPRD (Local House of Representatives) in Banyumas Regency. Seeing this condition, this research discusses how the performance of female parliament member in Banyumas Regency in order to carry out the functions of input, process, output, outcomes, benefit and impact indicator, as well as what the obstacles they face in carrying out the duty.
Oriented public administration in addressing community issues, has created the ideals of good governance, good governance should ensure such alignment, similarity, cohesion (harmony), the balance of roles, as well as the mutual control is carried out by the three components as mentioned above,  in the process it needs to uphold equality so that the policy that is issued is gender responsive policies.
The issue of women’s role in decision making, low level of presentation become a constraint in their existence. Regarded of the aspects of input, the role and position of women in the legislature even though the quantity increases, but quantitatively they did not contribute significantly to the condition of the oppressed and marginalized position of women that they represent. This main indicator is the root of problem from the low quality of female member of DPRD (LocalHouse of Representative) performance.
The internal constraint in the process of performance of female parliament member is the women is still used as a complement to the requirements of the constitution, so that they who managed to sit in the seats of parliament are women who are not able in both knowledge and experience. While the external obstacle that is faced by them is the fundamental burden that is faced by women in the form of the party structural pressures, so that the resulting performance of women legislator as the voice of the people in the area is limited. As well as the lack of emphasis on the executive to improve the performance of the legislature in its efforts to overcome the problems of women legislator in Banyumas.
